Intergovernmental Relations and Strategy Alignment
Intergovernmental Relations and Strategy Alignment (IGR&SA) is the basis for, and is integral to, all of the HDA's activities. Agreements are struck with identified stakeholders which clearly designate roles and functions to the respective partners. These agreements underpin both the land and project management functions.
The agreement between the different spheres of government is defined by the Intergovernmental Framework Relations Act No 13 of 2005. In terms of this Act, an Implementation Protocol (IP) is concluded to define and concretise the relationship between the HDA and the three spheres of government — national, provincial and local.
Seven IPs have been formalised and signed with the provinicial governments of Limpopo, Free State, Western Cape (N2 Gateway), Eastern Cape (Zanemvula), and Northern Cape (Informal Settlements Upgrading project), and with the eThekwini Municipality (Cornubia) and the City of Tshwane. A further four IPs have been prepared for finalisation with the provincial governments of North West and KwaZulu-Natal and the City of Johannesburg.
