The HDA was appointed by the National Department of Human Settlements to coordinate the development of a master spatial plan in line with the objectives of the National Development Plan and Vision 2030.

The master spatial plan is aimed at achieving a creative balance between spatial equity, economic competitiveness and environmental stability so as to overcome the legacy of spatial planning inherited after apartheid.

In particular, the plan will guide spatial planning for local and provincial authorities, and for all government departments and state-owned companies. It will also provide a framework for private-sector investment.
