Who we are
The Housing Development Agency (HDA) is a national public development agency established by an Act of Parliament (Act 23 of 2008).The HDA promotes sustainable communities by making well-located land and buildings available for the development of housing and human settlements. As an organ of state, the HDA is accountable through its Board to the Minister of Human Settlements.
The HDA Board
The HDA Board is appointed by the Minister of Human Settlements and includes appointees representing the Ministries of Cooperative Governance and Traditional Affairs, Public Works, and Rural Development and Land Reform. The Board is responsible for the governance of the Agency, in particular overseeing the financial health, and ensuring that its Mandate is effected.
The seven non-executive members are: Nkululeko Sowazi (chairman), Ketso Gordhan (deputy chairman), Moshe Swartz, Christine Platt, Nellie Lester, Thembisile Nwedamutswu and Gerald Leissner.
The two executive members are Taffy Adler (CEO) and Rooksana Moola (CFO).
Management team
The HDA's management comprises a team of seasoned professionals in the field of housing and human settlements. The team is led by Taffy Adler (CEO), Rooksana Moola (CFO), Joseph Leshabane (General Manager: Intergovernmental Relations and Strategy Alignment), Lucien Rakgoale (General Manager: Land Acquisitions and Management) and Odette Crofton (General Manager: Projects and Programmes).
HDA staff
The HDA has a staff complement of 78 people, with 44 of these staff based in our two regional offices, in Cape Town and Port Elizabeth.
