HDA: SUPPORTING COGHSTA TO DELIVER DIGNIFIED HUMAN SETTLEMENTS IN LIMPOPO

The HDA proudly supported the Department of Co-operative Governance, Human Settlements and Traditional Affairs (CoGHSTA) in advancing integrated, sustainable human settlements across Limpopo.

As highlighted during the 2026/27 Budget Vote tabled today by CoGHSTA MEC, Hon. Basikopo Makamu, HDA continues to play a strategic role in accelerating housing delivery, restoring dignity, and strengthening governance in partnership with CoGHSTA.

Catalytic HDA-supported projects contributing to CoGHSTA’s mandate mentioned in the speech, include:

1. Phalaborwa (Namakgale) Asbestos Roof Eradication Programme – contributing to healthier, safer living conditions through the replacement of hazardous asbestos roofs.

2. Altoostyd / Joe Slovo Integrated Human Settlements (Lephalale) – supporting phased delivery of housing, relocation of former hostel dwellers, and enabling access to interim and long-term water and sanitation solutions.

3. Paarl and wastewater - linked interventions – enabling sustainable bulk infrastructure that supports human settlements development.
Serviced sites and integrated planning support in priority municipalities to unlock development-ready land.

4. Title Deeds Programme - HDA continues working with CoGHSTA and municipalities to accelerate security of tenure. Through initiatives such as Title Deeds Fridays, thousands of beneficiaries are being empowered with ownership, economic security, and dignity.

An allocation of R1.152 billion has been set aside for Human Settlements in the 2026/27 financial year, ensuring continued investment in housing delivery, informal settlement upgrading, bulk services, and special programmes that transform communities.

HDA remains a committed development partner to CoGHSTA by providing technical support, land packaging, project implementation capabilities, and programme coordination to ensure that housing delivery translates into real, lived change for the people of Limpopo.

The HDA is a national public entity established to identify, acquire, prepare, and develop land for human settlement purposes. We work with national, provincial, and local government to fast-track the delivery of sustainable, integrated human settlements in South Africa.

Our mandate includes: • Acquiring, assembling, and developing land for human settlements. • Providing technical, planning, and project management support. • Supporting informal settlement upgrading. • Strengthening capacity within provinces and municipalities.

The HDA does not directly build individual houses. Instead, we: • Prepare land. • Coordinate bulk services. • Manage large-scale human settlement projects. • Provide support to the government and implementing agents. Actual construction is typically carried out by appointed contractors through provincial or municipal human settlements programmes

Applications are not handled by the HDA. Applicants must register with their local municipality or provincial Department of Human Settlements. The HDA supports these entities with land and project delivery but does not manage beneficiary registration.

The HDA can acquire land through:

  • State land transfers.
  • Purchases of private land.
  • Donations.

Agreements with landowners. All acquisitions follow legislative and Treasury guidelines.

The HDA manages a wide range of human settlement projects, including:

  • Informal settlement upgrading.
  • Integrated residential development planning.
  • Emergency housing interventions.
  • Land acquisition and release for housing.
  • Catalytic and mega human settlement projects.

Our role is to coordinate, facilitate and drive the implementation of these projects with government partners.

Yes. The HDA is committed to transparency and public accountability. Project information can be accessed through:

  • Official HDA reports and publications.
  • The HDA website and media releases.
  • Public meetings, stakeholder engagements, and government communication channels.

Specific project documents may be shared subject to confidentiality and compliance with legislation such as PAIA.

Yes. The HDA collaborates with private developers, built-environment professionals, and service providers when required. Partnerships help to accelerate project delivery. All partnerships follow transparent procurement and government processes.
