N2 GATEWAY HUMAN SETTLEMENTS PROJECT
The N2 Gateway Project has been a flagship, national government-led human settlements initiative delivering fully subsidised rental and affordable bonded homes along the N2 highway in the Western Cape.
The project was successfully complete and was implemented by the HDA in partnership with the then Western Cape Department of Human Settlements and the City of Cape Town. It addressed long-standing challenges that were linked to rapid urbanisation, poverty and homelessness. Since assuming responsibility for the project, the HDA has stabilised and advanced delivery through strengthened project management, improved stakeholder coordination and enhanced institutional collaboration.
The development spanned five precincts namely New Rest, Delft 7–9, Delft Symphony, Boystown and Joe Slovo and will deliver approximately 15 000 housing opportunities across subsidised, rental and bonded typologies.
To date, nearly 12 000 homes have been completed and handed over, marking significant progress toward building integrated, dignified and sustainable communities.
The HDA managed the project end-to-end, from planning and procurement through to construction and occupation, reinforcing its role as a trusted government developer and capable implementing agent for complex, large-scale human settlements programmes.
